No bands have been booked for the event, she said."It is going to be different than what its been in other years. One of the things we're trying to do is have it be a truly student-led event and to really interact with the community a bit more," Olsen said.The city's Harvest Fest, which traditionally has included hay rides, scarecrow-making and pumpkin-carving, also will include a Colby presence this year, with clubs and student groups showcasing what they do. Colby a cappella groups also will perform."Rather than Colby kids sitting in pockets and Waterville kids sitting in pockets in front of a stage, this will give them a reason to interact," said Sam Helm, assistant director of student life at Colby.Giving students an opportunity to interact with the community is an important way of welcoming them to campus in the fall and also offers them a chance to make bonds that go beyond Mayflower Hill, he said.Helm said the change was student-driven and had to do with students wanting a better way to interact with the Waterville community. I have health insurance.One night back in June, I felt a pain in my stomach. I did my little tricks, like chugging a can of Diet Coke and burping. I visited the library in my house. Nothing helped. The pain got worse.I rode my bike to the 24-hour CVS and slugged half a bottle of cherry-flavored Pepto-Bismol Max walking to the cash register. I waited half an hour. It didn't help.I'm not a big baby, so you know my stomach really hurt when I went to the emergency care facility near my home.I checked in and was led to an examination room right away. Wow, pretty great service. I once waited six hours in a hospital emergency room.The nurses gave me a shot of morphine. That's some pretty heavy stuff -- morphine. I'm not a drug guy, but if morphine helped Sherlock Holmes crack the caper in 28 movies, let me have it.I knew this was no ordinary stomach ache. I told the doctor that I thought I had appendicitis. The nurses guessed diverticulitis.I was wheeled into another room for a CAT scan.Kidney stone!By this time, though, the pain had pretty much gone away. I was loopy on morphine and another painkiller called Toradol, but I felt OK enough to go home. I told them I'd go see my regular doctor the next day.No, the nurses said they had called an ambulance for me. I was going to the hospital, and it was too dangerous for me to drive there. A nurse explained it was part of the deal.I was wheeled into the hospital strapped down tight on a stself storageetcher. I taped my grand entrance on my iPhone. All you can see are my feet and nurses. I was taken to a room where I sat on a bed for 45 minutes. My doctor called me and said I had to decide, do I want him to use an instrument in the most intrusive manner imaginable and "get" the kidney stone ... or just go home and wait for nature to do the job.I went with nature, especially after he explained the route he'd be taking.Now I'm wondering how much that phone call cost me. It would have been cheaper to call a sex hotline ... with similar results.I was in the hospital less than an hour. I never took my clothes off. I never put on a hospital gown. I never got a sponge bath. I never even got under the covers.I was given a parting gift -- two hand-held strainers. Two? What am I, a circus freak?A few days later -- plop -- the stone came out by itself, like natural childbirth. It was yellow, about the size and shape of an unpopped popcorn kernel. I named it "Orville."I thought the most painful part of my kidney stone was over.Then the bills started coming.A CAT scan, a morphine shot, a ride to the hospital and a spaghetti strainer ... that's $1,700? And that's just my share of the bill.I know that a doctor and nurses were involved, and they were great. But, you know, I was thinking of converting my attic into a TV room. Smalley and sister Patrice Roberson, 36, used their positions at Georgia Regents Medical Center and the Gracewood State Hospital campus in Augusta to steal patients' personal identity information.Angela Willingham used the information to fill out fraudulent W-2 income tax forms that claimed the people had income from winning the Georgia lottery. The tax forms claimed ref迷你倉新蒲崗nds were due, IRS special agent Roger Garland testified Monday.Angela Willingham opened numerous bank accounts and recruited others to do the same. The fraudulently obtained Treasury checks were directly deposited into those bank accounts, Garland said.Angela Willingham always took 45 percent of the deposits, and the rest of the money was divided among the participants. 　　6日晚上10點左右，迷你倉新蒲崗數十輛跑車在北京鳥巢北側的天辰西路聚集，隨後十幾輛警車趕到，對車主進行了勸阻和查處。雖然他們當天沒有進行飆車等違法活動，但周圍居民反映，時常有跑車聚集在此飆車，聲音很大，影響附近居民休息，並且有很大安全隱患。　　這起“未遂”的飆車事件，讓人得以窺見傳說中“飆車黨”的真容。雖然沒被警方抓住現行，但根據此前媒體報道，北京確實存在一群地下飆車族。據記者現場目擊，每個周六晚，都有幾十輛經過改裝的豪車，聚集在固定地點上演極速競逐：這裡有裁判，有觀�，兩兩捉對廝殺，狂歡直到次日凌晨。北京的東壩、鳥巢、大屯路等地段，都是飆車族常去的“賽場”。　　當年名噪一時的“二環十三郎”，讓北京飆車族浮出水面，地下飆車也因警方加大打擊力度而變得更加隱蔽。對於飆車族這個群體，我們還知之甚少。但如果他們的行為對公共秩序和公�安全構成了威脅，執法就應當一視同仁，嚴厲查處。　　根據現行法律，大馬路上飆車的行為，已經涉嫌違反多項法律。私自改裝車輛，涉嫌違反道路交通安全法，按法律規定根本無法通過年檢，也沒法給車上保迷你倉出租；而在馬路上追逐競速，肯定構成了嚴重超速，按規定將被吊銷駕駛證。此外，如果“飆車”情節嚴重，或者造成嚴重損失，還可能觸犯刑法規定的危險駕駛罪、交通肇事罪或者以危險方式危害公共安全罪等。一般駕駛員出現違法，很容易就會被記錄罰款，但對於有組織的飆車行為，層層法律關口，為何沒起到阻止和警戒作用？　　另外，讓很多守法市民感到不解的是，北京公共場所攝像頭密集，幾乎無處不在，為何沒能迅速鎖定飆車者？飆車行為固然變得更加隱蔽，專挑路上車少的下半夜時間，專門選擇剛開通或監控沒有覆蓋的路段，但跑車飛馳而過的咆哮聲，自己就舉報了自己；被驚擾居民頻繁的反映，可能也未引起足夠重視……　　這些飆車族也許有自己特殊的需求，目前我國也缺少合法規範的私人賽車場所。但無論如何，馬路如果變成“飆車場”，必將嚴重危害公共秩序和公共安全的行為，必須嚴厲打擊。而查處一旦動真格，要抓到他們，想必並不難。　　馬路如果變成“飆車場”，必將嚴重危害公共秩序和公共安全的行為，必須嚴厲打擊。(本報特約評論員 丁永勳)標簽：飆車 北京 浮出水面 鳥巢 跑車迷你倉

　　8月27日，迷你倉國務院國資委紀委宣佈，包括中國石油天然氣股份有限公司副總裁兼長慶油田分公司總經理冉新權、中國石油天然氣股份有限公司總地質師王道富在內的多位中石油高管涉嫌嚴重違紀，正接受組織調查。隨後，原任中石油集團董事長蔣潔敏也被中紀委調查。　　王道富此前曾長期出任長慶石油勘探局及長慶油田主要領導，其與一起出事的冉新權同為四川人。　　《中國經營報》記者獲知，王道富與冉新權此番出事背後，或與二人執掌長慶油田及長慶石油勘探局期間，推行低產油氣井外包及違規引入四川某管道公司、財務違規等問題相關。瘋長的秘密　　中國石化技術研究院一位不願具名的專家指出，長慶油田油氣當量快速攀升背後，是冉新權自2005年主政長慶油田以來，加速實施掠奪式開采的外包之道。　　長慶油田最早組建于甘肅省慶陽市寧縣長慶橋鎮，隨後為了更接近採油區，1971年3月遷至甘肅省慶陽市慶城縣北關。隨著長慶油田的不斷壯大，于1998年將總部遷至陝西省西安市未央區。　　資料顯示，2012年，長慶油田產量首次超越大慶油田，成為我國第一大油田。當年，長慶油田累計生產原油2230.58萬噸，生產天然氣285.44億立方米，換算為油氣當量超過4500萬噸。而同期，大慶油田全年生產原油4000萬噸、天然氣33億立方米，相當于油氣當量約4330萬噸。　　“單純從原油產量看，大慶油田超過長慶油田近一倍，但長慶油田的天然氣產量急劇攀升，換算成油氣當量則明顯要高于長慶油田。”中國石化技術研究院一位不願具名的專家指出，長慶油田油氣當量快速攀升背後，是冉新權自2005年主政長慶油田以來，加速實施掠奪式開采的外包之道。　　本報記者在前述甘肅省環縣環城鎮漫�村走訪發現，大量的鑽井和勘探業務被長慶油田外包出去，進而導致汙染嚴重，農田被大量毀壞，鄉村道路每遇大雨，坑窪積水最深處達半米。　　據瞭解，鑽井隊、物探隊業務外包僅是冉新權主政長慶油田以來力促產量提升的外圍手段之一。　　“冉新權主政近9年來，把很多所謂的低品位油井直接分包給了外圍公司，然後與外圍公司簽訂原油回購協議，以提升整體油田產量。”長慶油田一位知情人士透露，這樣的直接後果是，外圍公司瘋狂使用催化劑等化學藥品，減少了油區道路硬化等必要投資，油泥等汙染物四處拋灑填埋，導致油區農民和企業關係高度緊張。　　所謂“低品位油田”，是指那些質量不高、產量較低的油井，包括低滲透油層儲量，重油、稠油，以及經過開采以後剩餘的品位變低的尾礦(廢棄油井)。外包導致土煉油泛濫　　鹽環定一帶是陝甘寧三省區交界所在，這裡早在10多年前，就被稱為西部“黑三角”。　　油井外包導致掠奪式開采橫行長慶油區。上述人士稱，對外圍公司而言，由於採取了掠奪式開采方式，通常情況下，這些外圍公司在順利完成與長慶油田下屬各大採油廠的原油回購協議後，手里仍然積攢著大量的油源，油老闆需要通過灰色通道變成現金。　　歷史上，正是因為長慶油田的存在，早在10年前，陝甘寧三省區交界的鹽（池）環（縣儲存倉定（邊）一帶，最多時就存在著各類土煉油小作坊達2000余家。　　“老百姓偷著盜打的油井現在已經沒有了，那麼，屢打不絕的土煉油的油源又來自何方？”來自寧夏自治區吳忠市一位知情者直言。　　鹽環定一帶是陝甘寧三省區交界所在，這裡早在10多年前，就被稱為西部“黑三角”。展開地圖清晰可見：沿著鹽池方向往寧夏首府銀川市延伸，駐紮著長慶油田採油三廠的上萬口油井；而沿環縣方向，則是長慶油田採油二廠密集存在於甘肅慶陽市西峰油田超過6000口高產的油井；在沿定邊方向，陝西的榆林及延安地區也近在咫尺，油田資源更加豐富。　　在舉報人帶領下，記者深入甘肅省環縣甜水堡鎮、寧夏自治區鹽池縣惠安堡鎮萌城村及陝西省定邊縣紅柳溝鎮等一帶，發現土煉油在此間儼然已形成產業，且產業化程度極高，運輸及銷售團隊完備。　　由於對土煉油爐投資小、成本低，且多集中在陝甘寧交界地帶，三省區很難做到協同作戰，其結果就是，哪邊管得松，土煉油爐就在哪兒建得多。屬地博弈　　截至目前，長慶油田在慶陽的油井超過6000口。每年向長慶油田貢獻原油近千萬噸，所以長慶油田總部遷至陝西，被認為是背信棄義。　　據瞭解，冉新權的貪腐問題，目前有一些細節指向財務問題。長慶油田駐地寧夏的消息人士稱，就在7月份左右，長慶油田旗下部分採油廠的財務人員被公安部委托湖北省警方抓捕。　　記者調查獲知，前述所涉及採油廠，正是長慶油田油井外包的重災區——聚集在前述陝甘寧邊區交界處的鹽環定區域——這裡土煉油泛濫成災、企地利益矛盾突出。　　以長慶油田的發跡地甘肅慶陽為例，前者自1998年將總部遷往陝西後，慶陽乃至甘肅政界曾爆發針對長慶油田的輿論戰爭。　　“長慶油田建設初期，慶陽不管是人力還是政策上，都力挺長慶油田發展。截至目前，長慶油田在慶陽的油井超過6000口。每年向長慶油田貢獻原油近千萬噸。所以長慶油田總部遷至陝西，被認為是背信棄義。”甘肅省一位退居二線的副省級官員稱，長慶油田雖然發跡于甘肅慶陽，但是給慶陽市帶來的利稅微乎其微，反而給慶陽本來就脆弱的生態環境造成了重大傷害。　　據介紹，慶陽市目前境內的8條較大河流均受到不同程度的汙染。受汙染的河流占到轄區內河流總長度的50%多，其中慶陽市西側以及東側的蒲河與馬蓮河常年都處於5類或劣5類水，不但人畜不能飲用，即使灌溉也會導致莊稼減產。　　據瞭解，長慶油田一些承包出去的油井為了提高出油率，近年來採用了加大催化劑及注水增壓等抽油工藝，該工藝就是向油井所在的地殼深處強行地注水（添加催化劑），獲取石油。1噸的石油最少需要5噸的水，因此，凡是採用該技術的地方，水位下降，水質變壞，致使很多人只能被迫離開家園。　　對於上述事實，慶陽市隴東石油指揮部一位已退休人士表示，長慶油田不受慶陽市愛戴，不僅僅是長慶油田對慶陽市資源掠奪式開采和肆無忌憚的汙染，更重要的是長慶油田雖然起源於甘肅慶陽，但是卻沒有給慶陽的財政收入過多的添彩，而是在發展壯大之後將本屬於慶陽的巨額利稅，轉手奉送給了陝西。迷你倉價錢
