But he watched the town's best athletes religiously. He worked his tail off to join their ranks. He surpassed nearly every one of their high school and collegiate accomplishments. Then, he parlayed that relentless competitiveness and toughness into a 50-year career in pro football, capping an athletic life that has been nothing short of legendary.And for that, Butte sports fans recently voted him to No. 4 among the best all-time athletes to carve their names in Mining City history."Well ... it means a whole lot," a momentarily surprised O'Billovich, 73, said from his Canadian home after being informed of the honor over the phone. "One thing I've always said is that, because of my background growing up as a youngster -- my parents were divorced -- my saving grace, as far as where my life was going to go, was athletics in Butte. Playing sports was what really got me on the right track. If I hadn't got an athletic scholarship, I would've never gone to college. We didn't have the means to do that."Those coaches were my mentors. They were the ones that took the place of a not real good family situation for me. Their guidance and leadership made up for some things I might not have gotten if not for them. All of my roots stem from Butte."O'Billovich, who blossomed from a 5-foot-1 freshman to a 5-foot-8 senior at Butte High, was a quick, high-scoring guard on the basketball teams that broke the school's 17-year state title drought by taking the 1957 and 1958 state championships in his final two prep seasons. He was named All-State both years."My godfather was on that team that won it in 1940, so to have those two good years where we were the best team in the state ... those were very fond memories for me," O'Billovich said. "In football, we lost a close game and just missed state my senior year. I thought we could've actually come out of there with two state championships in football and basketball. We were close, but not quite good enough."O'Billovich was also a standout quarterback and defensive back on the football teams and shortstop and pitcher on the Legion baseball teams. While he turned football into his profession later in life, he said basketball has always been the closest to his heart.The short kid from Butte turned his love for hoops into a scholarship offer from the University of Montana, where he formed the unlikeliest, but closest of friendships with his 6-foot-6 crosstown rival from Butte Central, Dan Sullivan."Oh, we were really competitive," Sullivan said. "I think I was the No. 1 scorer and he was No. 2 in the state that senior year. One time we played in front of biggest crowd to watch Butte High and Butte Central -- we were in the same conference then -- and the game was on a Wednesday night. I mean, jeez, it was a Wednesday. The other cities didn't have two schools back then, but Butte did. It meant more than just a city rivalry."Sullivan admits that it was O'Billovich who reached out to him when both players were headed to UM."We played Legion ball together and things like that, but we were big rivals," Sullivan said. "We never rode in the same car or anything like that. It was a big thing back then. But he called me one day and said, 'You want to room together?' We did, and we became very close friends. He made nine (varsity) letters (at Montana) and I made six, so I'd say it worked out."That partnership helped O'Billovich to a career that earned him the honor of University of Montana Athlete of the Decade (1960-1970), and he was inducted into the school's Athletic Hall of Fame in 1993. Sullivan is, himself, a member of the Grizzlies' basketball Hall of Fame.In Missoula, O'Billovich was quickly talked into joining the UM football team by then-head coach Ray Jenkins. Then, he joined the baseball team with Sullivan to avoid spring football. He was eventually named a captain on all three varsity teams. Freshmen weren't allowed to play varsity back then, but O'Billovich still maintains he could have earned more than nine letters had they done away with that rule -- like they did shortly after his career ended."It was the thing when we were growing up, you went one sport to another ??"football to basketball to baseball," O'Billovich said. "I just ended up doing the same thing at Montana. I think I was the last person to letter in nine sports at the University."O'Billovich's competitiveness only grew at the college level, according to Sullivan."Bob was the kind of guy who would dive for a loose ball on a Monday," Sullivan said. " I was just trying to get through Monday. A lot of guys will dive in front of 10,000 people, but he did it when there was nobody around."O'Billovich's status as captain was also well deserved, Sullivan said, citing one particularly hostile road basketball game at then-conference rival Brigham Young University."We were co-captains and their fieldhouse held like 16-17,000 people back then," Sullivan said. "It was a really close game and time ran out on clock just as one of their kids fouled Bob. Everybody was screaming and their coach stood up and started screaming, so they gave him a two-shot technical. The place went crazy, I mean they were going nuts. We came to the side and the coaches were trying to calm everybody down because somebody had to shoot the technical free throws and we were down one. Bob had just made both of his free throws, and (coach Frosty) Cox said it was up to the captains. The people were screaming and yelling and I just kind of stuttered and stammered. So Bob just stood up and ended up knocking down all four. Boy, they gave him some sort of standing ovation there at BYU."That competitiveness also literally sent O'Billovich through a wall once -- the wooden centerfield fence at the old Campbell Field in Missoula, actually -- during a M迷你倉新蒲崗ntana baseball game."I didn't realize I was that close to the wall and, next thing I know, there were splinters everywhere," O'Billovich said. "I was lucky I didn't get killed. If I would've hit one of those upright posts, I might not be talking to you right now. I went right between them."Sullivan said there's more to the story than just that."I was playing shortstop and he was centerfielder," Sullivan said. "He crashed through that fence, got up and threw me the ball. I made a bad throw home. I mean, I was flabbergasted at what he just did. There was this hole in the fence, and he was chewing my butt for the throw. I was like, 'What the hell?' I must have hesitated because, by the time I reacted, the guy had scored. He should've been out, and Bob was just standing there screaming at me."O'Billovich even thought up his own ways to compete on the baseball diamond."Well, I had a pretty strong arm from the outfield," he said. "So one day in college we had a little contest, we had a bet going with some of the guys. Everybody tagged up at third base, and the coach was hitting shags out to me. I threw every one of them out at home plate."O'Billovich was even more of a terror on the football field, where his quickness and drive helped him set a new conference record for interceptions in a season."I was always a guy, as a defensive back, who was gifted with the ability to be around the football," O'Billovich said. "Just about every team I played for I led the team or the league in interceptions, as well as being the quarterback. I wasn't big in stature, but I would say it was my desire and commitment to be the best I can be. I learned how to compete, and that was more of an attribute than my physical gifts."The Montana teams O'Billovich played on never did win any titles, but then again the Sky-Line Conference they played in back then featured the likes of powerhouses BYU, Utah State, Utah and others. He said the best football team he played on was his junior year, when they finished 5-5 in league play. That included two games lost by two points to good teams -- including Utah State who went on to play in a bowl game that season.Sullivan added that the hoops teams up and down the Rocky Mountains -- including Wayne Estes' Utah State club -- were called the "power center of basketball" at the time and had three teams ranked in the country's top 12.When O'Billlovich left the university, he tried out with the AFL's Denver Broncos, despite being drafted by the NFL's St. Louis Cardinals. He was eventually released by the Broncos, and took a long, hard look at a minor league offer from the New York Yankees."The AAA team in Denver used to be part of the feeder system for the Yankees," O'Billovich said. "Their old (general manager) there was a man named Ed Glennon and he called when I got released and wanted me to go to Indianapolis and meet the team. They had 12 games left of that season, and he wanted to sign me for spring training the next year. At that time they didn't have as many teams as they do now, and it was tough to make it in baseball. You might be in the minor leagues your whole life with no shot at the big leagues. I figured, in football you either make it or you don't, and I could get on with my life and seek my profession. So I made the decision to come to the CFL."I often wonder what would've happened if I tried to play pro baseball. Honestly, if we had lived in a warmer climate I think I might've been a better baseball player. But anyways, I can't complain."He can't complain because he joined the Canadian Football League's Ottawa Rough Riders as a quarterback and defensive back in 1963, and was an All-Star on defense in 1965 when he led the entire league in interceptions. He twice led the East in picks, and his team lost to Saskatchewan 29-14 in the 1966 Grey Cup, before he ended his playing career in 1967.O'Billovich then turned his attention to coaching, which led him down a path just as unbelievable as his playing career. He believes, as is very likely, that he is the only person to serve as head coach on a Canadian university football team in a national championship game (he led the University of Ottawa there for the first time in school history in 1970), a Canadian university basketball team in a national tournament (he was head coach of the 1976 Ottawa team that lost in the semifinals and then won the consolation bracket) and a CFL team in a Grey Cup (he led the Toronto Argonauts to the 1983 title, and lost in the game in 1982 and 1987).After being named head coach of Toronto in 1982, he became the all-time winningest coach in that franchise's history (89-79-3 in 11 seasons), and was named the CFL Coach of the Year in 1982 and 1987. O'Billovich actually left the Argonauts in 1989 and coached the British Columbia Lions for three seasons, before returning to Toronto as general manager in 1993. After a slow start to the season, he took over the head coaching job again and held the position through the 1994 season, when he again stepped away to focus on his GM duties. He stepped in one more time as head coach after a slow start to the 1995 schedule.O'Billovich was the director of player personnel with the B.C. Lions from 2003-2007, before taking over as general manager of the Hamilton Tiger-Cats. He was promoted to the team's vice president of football operations in 2012, and decided to retire in early February, 50 years after making his first trip to Canada in search of a job.In April, he celebrated 45 years of marriage to his wife, Judy, and has three children and enough grandchildren to keep him busy."Maybe I could write a book, maybe the league wants me to be an ambassador for the CFL," O'Billovich told the Canadian Press upon his retirement. Chris Dore said a woman whose name was not released accidentally struck the exterior wall at Aubuchon Hardware on Wilson Street.The accident occurred around 10:45 a.m., Dore said from the scene.The captain said the driver was pulling in the parking lot to go into the store when the accident happened. She was not traveling at high speed and may have accidentally tapped her gas pedal instead of the brakes."She doesn't remember because she's quite upset," Dore said.The fron迷你倉出租 end of the Toyota minivan was scuffed up, Dore said, but the vehicle was otherwise undamaged while the driver was not injured. Many people think RoadShow is under the Kowloon Motor Bus Co, but in fact both companies are subsidiaries of Transport International Holdings (0062). As such, KMB has to go through normal bidding procedures and pay to advertise on its own buses. RoadShow runs a lean operation and has maintained satisfactory profits despite keen competition in the media market. By keeping down operating costs, the company has been able to issue profits as dividends, which is quite an achievement for a local media organization. Small investors are happy, and the management can be proud of its good work. Under the current political climate, the chief executive's information coordinator must be someone who is able to withstand the pressure of hard battles all the time. People with such abilities are in short supply, and those who could do the job are doing well in their present positions. Randa ruled in late July that forcing the archdiocese to tap the $50 million-plus it holds in a trust for the perpetual care of cemeteries would substantially burden its free expression of religion under the First Amendment and a 1993 federal law aimed at protecting religious liberty.Then Aug. 2, lawyers representing the archdiocese's creditors -- primarily sex abuse victims -- asked U.S. Bankruptcy Judge Susan V. Kelley to compel the release of any records showing whether Randa and his wife, Melinda, have purchased any plots or crypts in one of the archdiocese's cemeteries, or whether they have any interest as heirs or beneficiaries of several relatives known to be buried in them.In motions filed Monday -- one to set aside the ruling and the other asking Randa to recuse himself -- the creditors said they "discovered that at least nine of Judge Randa's relatives (including his mother, his father and his wife's parents) are buried in cemeteries owned and operated by" the archdiocese."This fact alone creates the appearance of partiality," the motion states. They add that Randa, by purchasing burial rights, entered into a contract with the archdiocese, further supporting the call for him to step down from the case."Judge Randa should have disqualified himself from presiding over any aspect of this adversary proceeding. Yet, he did not do so," the motion reads. " Nor did he disclose the facts to the parties at any time during the case."After the Aug. 2 motion, Timothy Nixon, an attorney for the cemetery trust and its sole trustee, Milwaukee Archbishop Jerome Listecki, called such claims desperate and an "attack on a federal judge."Both sides have called the developments unusual -- and possibly the first time a judge has been asked to recuse himself in the several Catholic Church bankruptcies around the country.The creditors again dispute Randa's conclusion. "The District Court essentially held that the Cemetery Trust is not subject to the fraudulent conveyance laws because it is religious. Under the District Court's ruling, a debtor can fraudulently convey funds to a trust an文件倉 avoid its obligations to its creditors because of its religious status. No other court has ever reached such a conclusion," the motion reads.The cemetery decision was a key victory for the archdiocese, because it eliminated one of the last major assets available for a settlement with sex abuse victims who filed claims in the bankruptcy. If it stands, the ruling could have far-reaching implications for other religious institutions considering bankruptcy.Before Randa's ruling, Kelley had found that the First Amendment did not protect the cemeteries trust fund.The creditors' committee makes clear that it does not seek Randa's ouster because he is Catholic, noting that several other judges in other Catholic diocese bankruptcies, as well as Kelley in Milwaukee, are Catholic, and none has ever been accused of a potential conflict of interest or been subject to recusal requests despite rulings adverse to creditors.Randa was in court Wednesday morning and a message seeking comment was left with his staff.Exactly what the cemetery trust covers and doesn't cover is unclear, at least to abuse survivors, said Father James Connell, a Sheboygan priest and former vice chancellor of the Archdiocese of Milwaukee, who has become a vocal advocate for those abused by priests.During remarks Tuesday at the Milwaukee Press Club's Newsmaker Luncheon, Connell said the diocese says it operates eight cemeteries, all in Milwaukee County.Catholic cemeteries in surrounding counties -- also within the Archdiocese of Milwaukee -- are not covered by the cemetery trust, Connell said.While the diocese says the trust is intended to fund perpetual care of the eight cemeteries in Milwaukee County, "we don't have a perpetual care agreement in Sheboygan," Connell said. "They got rid of them.""The trust fund says nothing about perpetual care," Connell said. "All of that needs to be studied. 中央銀行昨（13）日代國庫標售364天期國庫券300億元，存倉最高得標利率上揚至0.647％，比前次3月標售的同天期國庫券上揚0.018個百分點，終止同天期國庫券得標利率4連降走勢，券商指出，長期利率彈升，最近短期利率也開始走高，看來中央銀行升息時點應「愈來愈近」。本次364天期存單標售結果，和上周標售的2年期定存單結果相同，利率都高於市場預期，銀行指出，這顯示市場對利率走升的預期心理轉強，也認為央行調高利率的腳步近了。昨天300億元的364天期國庫券全數標出，央行表示，本次共吸引774億元、2.58倍的資金投標，其中銀行業占得標比重的98.17％、約294億多元，票券業占1.83％、約5億多元。銀行主管指出，364天期國庫券最高得標利率上揚，主要是市場普遍預期美國聯準會的量化寬鬆（QE）政策將在9月逐步縮減購債規模，未來利率將逐步走升，使得上周標售的2年期定存單及本次364天期國庫券得自存倉利率同步上揚。銀行主管認為，先前國庫標售20年和30年期公債，利率就有走高的趨勢，現在連364天期國庫券利率也上揚，顯示市場對利率看漲不看跌已有共識，未來各天期票債券利率走勢應該會全面向上。銀行主管指出，央行8月初標售1,000億元364天期定存單時，得標加權平均利率還出現連續第5度走低，更降至0.63％歷史次低水準，但預料下個月央行如再標售364天期定存單，得標利率也可能終結連降，反轉向上。銀行主管認為，央行先前在經過10年後，突然發行2年期定存單，很難用「銀行業者建議」帶過，反而是試利率水溫的用意明顯，昨天300億元國庫券最高得標利率終止連4降並上揚至0.647％，更呼應市場對利率可能走高的看法。券商強調，市場對美國QE退場後的升息預期已成型，但就算全球開始進入升息循環，以央行一向採取溫和路線來看，恐怕升息時間將落後約1季，升息幅度也可能採每次半碼（0.125個百分點）的微調步調。迷你倉新蒲崗

人民視覺　　日本內閣府8月12日公佈的初步數據顯示，迷你倉沙田第二季度日本實際國內生產總值增速按年率計算為2.6%，低於第一季度經修正後的3.8%，也低於市場普遍預期的3.2%。圖為一名消費者12日走過東京一家掛有折扣提示牌的商舖。　　新華社發　　日本政府8月12日發佈的數據顯示，日本經濟連續三個季度實現正增長。日本今年第二季度國內生產總值(GDP)按年率計算增長2.6%，低於第一季度經修正後的3.8%，也低於市場普遍預期的3.2%。　　與此同時，世界對“安倍經濟學”負面效應的擔憂並未減少。國際貨幣基金組織(IMF)8月初發佈的年度全球系統重要性國家風險評估報告認為，日本旨在實現經濟複蘇的計劃一旦失敗，將是全球經濟最大的風險源之一。　　貨幣寬鬆政策難改緊縮預期　　日本旨在擺脫通縮的大膽金融政策目前看來已經取得一些效果。半年以來，日元兌美元匯率從78︰1降至103︰1，日經平均指數從8000點�升至1.4萬點。以汽車業為代表的出口行業業績大幅好轉。今年4月，日本央行推出超寬鬆貨幣政策後，通過大規模貨幣投放和資產購買，力爭在兩年內實現2%的通脹率。金融市場的景氣帶動住宅和奢侈品等消費數據向好。與此同時，貨幣寬鬆政策副作用也顯而易見：多數中小企業經營業績並未改善，設備投資持續減少；居民工資沒有增加，反而要承受因日元貶值帶來的燃料和食品價格上漲。　　日本綜合研究所調查部首席經濟學家山田久認為，安倍內閣金融政策“預期先行、市場先導”的第一階段任務已經完成，接下來應該進入實體經濟恢複階段。　　中國社會科學院日本研究所首席研究員張季風認為，安倍依靠超貨幣寬鬆政策，使日本經濟得以複蘇，並依靠經濟回暖提高支持率，進而在參議院選舉中獲勝。但是，預期效果不可能長期維持，第二季度日本經濟減速就證明瞭這一點。沒有刺激實體經濟發展和促進國內投資的有力措施，經濟景氣難以持續。　　日本嘉悅大學講師徐一睿在接受本報記者採訪時認為，安倍金融政策引導的是“通脹預期”，沒有真正經濟增長支撐的通脹預期不可能長期維持，特別是在居民收入沒有增長的前提下，2%的通脹率幾無可能實現。　　張季風表示，日本6月份消費價格指數(CPI)已達到0.6%，也許兩年後有可能實現2%的通脹率。但更大的麻煩在於，目標通脹率實現了，居民收入卻沒有增加，這將導致日本經濟陷入更尷尬的局面。　　能否如期提高消費稅成最大難題　　“安倍經濟學”的第二支箭是通過靈活的財政政策加大公共開支，提升國內需求。而這與重建財政、縮減赤字的要求自相矛盾。據日本財務省最新數據顯示，截迷你倉價錢6月30日，日本包括借款在內的公共債務餘額首次突破了1000萬億日元，相當于GDP的247%，位居全球之首。　　擺在安倍面前的最迫切難題，是能否在2014年4月將消費稅從目前的5%提高到8%。增稅可以增加政府收入，但也會抑制個人消費，進而拖累剛有起色的經濟恢複。據日本經濟研究中心預測，本年度GDP年增長率保持在3%至4%，但實施增稅後，2014年第二季度將驟跌至負5.1%。　　日本政府8月上旬提出了中期財政計劃：2015年度之前國家和地方基礎財政收支赤字減半；2年內削減8萬億日元赤字，同時力爭將新增國債發行量控制在每年43萬億日元以下。　　《讀賣新聞》指出，中期財政計劃得以實現的前提是名義經濟增速達到3%，實際增速為2%。如果不能實現快速增長，就無法增加稅收，政府債務一定會繼續增加。一旦國債遭到拋售，持有國債的日本金融機構的財務狀況將惡化，從而產生諸多副作用。　　張季風認為，現在安倍內閣面臨兩難選擇：如果按期提高消費稅，勢必會導致個人消費在一段時間內急劇下降，可能會使來之不易的經濟複蘇夭折；如果不提高消費稅，日本市場將失信于國際社會，國際評級公司將會迅速下調日本長期國債的評級，令日本市場威信掃地，日本國內以及國際社會對日本財政改革將再次喪失信心，其後果將是災難性的。僅從第二季度數據來看，形勢並不樂觀，這使安倍最後抉擇越來越難。　　產業提升期待結構改革　　4月以來，安倍提出一系列推動產業增長的戰略，比如鼓勵女性就業和設立國家戰略特區等。但這些戰略被批小打小鬧，缺乏新意。山田久認為，該增長戰略在法人稅下調、農業規制改革等方面進展滯後。此外，該戰略側重增加供給，對提升需求做得不夠。金融政策對需求的刺激效果只是一時的，經濟增長的最大主體還是靠居民收入提高帶來的消費增長。　　日本綜合研究所的報告認為，由於日本製造業一直向海外轉移，“現地生產銷售”比例已經很高，靠日元貶值推動出口彈性的已經很小。7月下旬，日本宣佈正式加入跨太平洋戰略經濟伙伴協定談判。雖然面臨農業等部門強烈反對，但對高度壟斷的日本國內市場來說，此舉不失為結構改革的重要推手。　　IMF認為，日本經濟複蘇的關鍵在於能否加快結構改革和財政重建。山田久認為，此輪改革是日本最後的機會。過去20年，日本改革步伐遲緩，經濟增長緩慢，國家陷入財政危機。但是，“安倍經濟學”自誕生開始就伴隨著爭議：它究竟是拯救日本“失落的20年”的良藥，還是一場沒有未來的豪賭？這還有待時間驗證。　　(本報東京、北京8月13日電)標簽：日本 安倍 山田久 通脹率 季風迷你倉庫

為遏制銀行業瘋狂放貸，存倉中國人民銀行6月下旬自編自導了一場懲罰性的「錢荒」風波，暗示央行為了令內地銀行業按照政府意願行事，將不惜再製造一輪信貸緊縮。 近期在中國銀行業界發生了一場流動性的恐慌，並且迅速擴展成為危機，令人不禁聯想到2008年雷曼兄弟（LehmanBrothers）公司破產事件引發美國以至全球的金融市場風暴。今年6月下旬，中國銀行界同業市場7日回購利率（repurchase rate）上升至令人咋舌的28%，內地銀行違約傳言一度甚囂塵上，甚至四大國有商業銀行之一的中國銀行，也不得不出面否認可能發生違約的傳言。可是，問題並未因此解決，流動性短缺的震盪不斷蔓延，迅速擴散至金融市場其他領域，令內地及香港股市一度重挫，由6 月20至25日的4個交易日內，上海及香港股市分別最多下挫13.6%及7.4%，市場開始出現所謂「中國版雷曼事件」的流言。當然，以目前中國政府擁有超大規模的儲備而言，有足夠能力解決這次內地銀行界的流動性問題，不至於發生惡性循環的信貸危機。然而，近年中國實體經濟增長已放慢至20年來的低點，加上信貸過度擴張，事件亦反映了內地金融市場日益加劇的緊張形勢。由於銀行間貨幣市場是業界互相拆借日常營運資金的主要場所，是一個成熟的國家金融體系中關鍵的結構，隨�中國經濟近10多年來高速發展，經濟規模不斷膨脹，中國銀行同業市場在金融體系中所發揮的重要性亦相應快速提升。 2007年中國回購市場的資金交易總量為11萬億元（人民幣，下同），相當於當時國內生產總值（GDP）的42%，但短短5年後，到了2012年已上升至136萬億元，規模上升超過11倍，相當於國內生產總值的263%。自2012年下半年起，中國人民銀行改變了以往的政策措施，以公開市場操作取代調降存款準備金率，透過短期的逆回購增加市場流動性，以推行適度寬鬆貨幣政策來促進經濟增長，而央行回購交易亦成為調節市場流動性的主要工具。在公開市場操作中，人民銀行藉�向市場進行正回購或逆回購，來減少或增加市場上的流動性，達到貨幣政策目的。在正回購操作下，央行通過向一級交易商賣出有價證券，並約定在未來特定日期購回證券，以達致在一定期間內回收資金，減少市場流動性的效果。相反，在逆回購時，央行向一級交易商買入證券，並約定在特定日期賣回給交易商，藉此達到向市場注入資金，增加流動性的效果。除了作為央行用來調節市場流動性外，回購交易也是銀行業界互相拆借進行短期融資的一種典型操作，借方銀行將債券抵押給貸方銀行來換取短期貸款，雙方約定在將來某一個日期，由借方向貸方償還本金和按約定回購利率計算的利息，購回抵押債券，回購交易亦成為銀行同業拆借以外，另一個業界短期融資的主要市場。 近年來，內地銀行同業貨幣市場快速增長，主要原因是央行基於貨幣政策目的，有意對銀行同業貨幣市場進行扶植，過去央行是通過對銀行信貸下達硬性指令來推行政府的貨幣政策。但自2012年下半年起，央行試圖開闢一條更市場化的貨幣政策途徑，通過引導銀行業界的同業貸款市場，達到影響整個金融市場信貸成本的目標。然而，始料不及的是，中國銀行的同業貨幣市場規模擴張過急，甚至超出了央行的可控制範圍，加上業界為爭取業績而胡亂放貸，一旦市場出現短期流動性問題，就可能造成一場信貸危機。而不幸地，這場流動性短缺就在6月下旬出現，令銀行同業拆息及回購利率雙雙升至近年高位，引發市場出現包括一家主要銀行的違約傳言。導致這場流動性短缺的原因是多方面的，包括交稅季節來臨、6月初端午節假期令市場現金需求增加，加上銀行業界在年中報告前需要準備額外資金來滿足存貸款比例的監管要求，各種因素作用之下，形成市場上的短期資金需求急升。 另一方面，市場上的資金供應，亦因外�流入規模大幅放緩而迅速下降。根據中國國家外�管理局的數據顯示，5月份中國銀行業外�佔款增加（funds outstanding forforeign exchange）為660億元，遠低於今年前4個月3770億元的平均水平，加上市場上違約的傳聞愈傳愈烈，同業借貸風險急速上升，銀行業界拆借更加審慎，結果諷刺地令銀行界出現「錢荒」。 錢究竟到哪�去了？ 近年，中國銀行業界的借貸市場迅速發展，同業間拆借的規模及活動不斷擴張，由於通過同業拆借回來的資金，融資成本通常較低（一般正常息率為3厘左右），一些金融機構逐漸利用這些低成本資金進行一些非核心業務投資，賺取額外收入。它們從同業市場中獲得大量資金後，再將這些廉價資金，通過槓桿和債券市場進行期限錯配（MaturityMismatch）投資，或投放到其他市場如影子銀行或信託產品上獲得更高的收益（通常可以達10%以上甚至30%的收益）。只要能管理好資金的到期調配，通過在同業市場上循環的借貸交易，它們就可以實現低風險的套利活動，因此銀行界都樂意參與。更重要的是，銀行的同業業務佔用較少的銀行資本金，在目前內地銀行業資本監管愈來愈嚴格的環境下，商業銀行通過銀行間同業市場或場外市場，以較便捷的方式和較低的成本借入短期資金，再投資在較高收益資產或信託產品的活動，逐漸由一項不起眼的邊緣業務，發展成為各大、中型銀行的重點業務，甚至成為核心收入。在過去幾年�，內地一些銀行（尤其是中型股份制銀行）同業業務發展迅速，佔總負債比重大幅增加。5年前，中型股份制銀行同業負債佔總負債的比例約為15%，到了2012年底，這個比例已上升至25%，一些銀行甚至高達37%。 錢行由「奶媽」變「虎媽」 過去幾年間，同業業務不僅助長了銀行規模的擴張，更變成業內一個重要的盈利和資金來源。但是，凡事有利必有弊，這種同業融資業務由於金額巨大而且波動性強，當宏觀經濟環境改變、市場利率預期或央行政策發生逆轉時，便很容易形成流動性緊張問題。一旦市場短期流動性不足，資金息率急速�升，短期利率超越中、長期產品的收益率，形成利率倒掛，銀行間龐大的期限錯配投資，便充分暴露出問題來。市場資金短缺，金融機構同業的業務突然停頓下來，形成「錢荒」，以往當市場流動性不足，市場利率上升過急時，央行都會通過投放資金來緩解「錢荒」，因此中國人民銀行（中國的中央銀行）素有資金「奶媽」的美稱。然而，這次情況不一樣了，央行在市場「錢荒」時自存倉卻無動於衷地袖手旁觀，於是央行從「奶媽」變成「虎媽」，「錢荒」由緊張發展成危機。分析師普遍認為，這是人民銀行針對近年內地銀行業過分胡亂投資的小懲大戒，希望藉此警醒業界收回那些錯誤投放的資金。 問題根深柢固 對於這次銀行「錢荒」事件的影響，海通證券副總裁兼首席經濟學李迅雷表示，「錢荒」雖然是發生在銀行同業市場的短期現象，但影響已波及到其他層面，包括基金、券商、信託在內的整個金融業。當然，這些影響都是局部和短暫性，不會動搖銀行的傳統業務，也不會影響到大部分投資者的資產安全。但值得注意的是，問題的癥結在於金融體系的過度膨脹。中國近年對信貸的需求持續增加，2007至2012年間， 全國信貸佔國內生產總值的比重大幅上升，信貸增長的主要源頭是內地影子銀行（shadowbanking）的急速發展。影子銀行雖然不屬於銀行體系內，但又確實地發揮�銀行的功能，為次級借款人和市場富餘資金提供了橋樑，成為次級貸款人融資的主要媒介。影子銀行接受抵押，從事放款，通過槓桿操作持有大量證券、債券和複雜的金融衍生工具，包括投資銀行、對沖基金、貨幣市場基金、債券保險公司和結構性投資工具（SIVs）等非銀行金融機構。影子銀行通過在金融市場發行各種複雜的金融衍生產品，大規模地擴張債務和資產業務，它們相互連結，彼此間形成一種緊密的互信和合作關係的影子銀行系統，並以高息產品作招徠，吸引存戶投入資金。近年來它們發展急速，規模日益擴張，直接造成中國信貸存量大幅上升。 2012年底，中國銀行業對私營部門的信貸存量達國內總產值的135.7%，是惠譽（Fitch）授予評級的所有新興市場經濟體中的最高水平。根據惠譽估計，如果把中國內地影子銀行活動計算在內，中國信貸規模佔生產總值的比重將上升至198%，較2008年底的125%升幅超過50%。從去年2月至今年2月，全國新融資活動中，只有55%是以傳統的銀行借貸方式進行，較2009年時的76%下降了兩成多，反映了中國影子銀行的龐大規模和急速發展，顯示了內地金融體系存在的風險，亦加大了銀行業營運困難。隨�中國經濟增長出現放緩，內地金融機構的呆壞賬風險上升，令銀行業需要尋求更多資金來應付日常業務，但影子銀行卻是傳統銀行的資金競逐對手。此外，理財產品的快速擴張，也加大了銀行業的壓力，截至2012年底，理財產品管理的資產規模達7.1萬億元。對銀行而言，理財產品的問題在於它管理的資產一般期限較長，與對應的短期債務形成了期限錯配，容易造成再融資困難。根據惠譽估計，在今年6月份的最後10日�，就有超過1.5萬億元的理財產品到期，由於銀行要在貨幣市場籌措這些資金，加大了短期拆借利率的壓力，令「錢荒」問題火上加油。 央行暗示結束「錢荒」 隨�「錢荒」危機擴散，內地銀行業界拆息急升，已經對金融市場造成打擊，更令中國和海外股市出現大幅下跌，反映央行這次抑制銀行業胡亂拆借和投資的措施，可能會產生事與願違的後果，更有可能導致內地經濟出現大幅放緩。正如巴克萊的分析師所言，雖然中國政府試圖讓經濟再平衡及去槓桿化是正確的政策，但卻可能導致資產價格、經濟增長率和人民幣�率出現急跌，中國經濟有機會遭遇「硬�陸」，甚至出現季度增長率下降至3%，而根據近期人民銀行的行動，反映政府有意結束這種「錢荒」局面。經過一輪市場恐慌後，中國央行發布公告表示，對於貸款符合國家產業政策和宏觀審慎要求，有利於支持實體經濟發展，信貸總量和進度比較穩健的金融機構，若資金出現暫時緊張缺口，央行將提供流動性支持，顯示人民銀行已向一些金融機構提供了支持，以緩解流動性緊張狀況，更表示今後還會採取類似的援助措施。雖然央行並沒有披露這次注資的細節，但這份公告的意義在於，政府已公開承認對引發全球投資者驚恐的中國「錢荒」問題採取了應對措施。另外，人行上海總部副主任凌濤表示，央行將會致力引導市場利率在合理的水平內運行，加強與市場機構的溝通，繼續監測銀行體系流動性變化，並採取措施穩定市場預期。 央行注資，中國股市扭轉跌勢，市場認為最差的時期可能已經過去，當然，目前還不能對中國政府已結束向內地金融機構的過度放貸作出懲戒下定論，但央行的行動卻反映了內地銀行業潛在的脆弱性，尤其是中、小型銀行，當市場出現流動性短缺時，它們甚至不能籌措足夠資金來應付日常營運。 中國官員和國內外經濟學家一直擔心，影子銀行引發內地信貸激增的情況，最終可能會導致信貸泡沫，進一步削弱中國的經濟增長，而中國央行亦一直試圖抑制漸漸失控的影子銀行融資活動。今年6月初以來，中國人民銀行開始削減向銀行業借貸市場投放的資金量，導致銀行同業利率飆升，金融業出現「錢荒」，最終還是由政府出資來解決危機。 對於中國央行這次行動，市場分析師認為，央行的打擊過快過猛，引發市場恐慌，可能對經濟造成不可回轉的損害。北京君投資本管理中心（Empire Capital Management）駐北京負責人彭俊明表示，中國央行可能採取了錯誤的處理方式，他認為央行應以其他途徑，如加強監管來抑制信貸增速，而不是製造銀行同業信貸緊張局面，因為銀行間信貸緊張可能導致銀行信譽受損，更甚者造成業界全面停止相互放貸。國際清算銀行（Bank for International Settlements）前研究員、摩根大通（J. P. Morgan）中國首席經濟學家朱海濱認為，「錢荒」緩解後，由於央行繼續抑制信貸過快增長，銀行同業拆息將不能回復到資金出現緊張前大約3%的水平，預計拆息將徘徊在4%至5%之間。他更表示，通過製造這次資金緊張，央行成功地向銀行界釋出了加強風險管理的警戒，並傳達了銀行業再不要過分依賴政府救助的訊息。 更重要的是，這次人為的恐慌，暗示央行為了令國內銀行業按照政府的意願行事，將不惜再製造一輪信貸緊縮或再次打擊違規活動，政府亦希望各大銀行能汲取教訓，保持穩定適當的信貸增長，審慎地進行貸款投放，政策性地加大對難以獲得信貸支持的小企業和高新科技公司的貸款力度，減少向影子銀行機構放貸。一場由中國央行自編自導，目的為遏制銀行業瘋狂放貸進行了一場懲罰性的「錢荒」風波，最終亦由央行自行作出了結而平息。 余慕華 曾任職銀行外�及資金市場交易員，現任私人銀行投資顧問 迷你倉新蒲崗

宋芳秀今年一季度以來的統計數據顯示，儲存倉我國實體經濟與金融數據的背離明顯，“金融空轉”問題被提出並日益受到關注。6月底，銀行間市場的“錢荒”再次將該問題擺上台面：銀行業傳統的信貸業務的資金流向本應是從金融業到實體製造業，而在當前異化的金融創新中，變為從金融業到金融業的同業資金業務。7月5日，國務院發佈類金融“國十條”，其著力點之一就是解決金融空轉問題，盤活存量資金，用好增量資金，提高資金配置的效率。在對“金融空轉”問題的討論中，金融業首當其沖成為被批評的靶子。有的觀點批評銀行業過度逐利，增大了杠杆比率和金融風險。誠然，金融空轉及相關問題的部分原因來自金融業本身，比如，有些銀行在流動性管理和風險管理方面失當。另外，部分原因還來自于金融制度性因素，如利率市場化改革使得資金使用成本的提高成為可能，為部分金融創新提供了存在的空間；再如，缺乏彈性的匯率制度使得國際社會存在對人民幣的單邊升值預期，熱錢假借出口貿易之名湧入中國，從而導致進口貿易虛增並成為金融空轉的一大風險點。盡管金融空轉的成因有金融因素，但我們並不能就此問題苛責金融機構。這是因為，一方面,銀行本來就是以利潤最大化作為首要目標的營利機構，宏觀金融安全不是也不會成為一個微觀企業的重要目標；合法範圍內盈利是任何微觀企業應具備的重要素質，銀行也不應因此而受過度指責。另一方面，金融空轉的根本原因並不在金融因素，其深層次原因可總結為以下兩點：一是實體經濟領域出現了矛盾和失衡；二是政府職能的失當和錯位使得市場並沒有在資金配置中發揮主導作用。實體經濟領域的矛盾集中體現在實體經濟的疲弱態勢，及製造業和房地產業的發展失衡。從總體來看，實體經濟領域的微觀企業缺乏核心競爭力，惡劣的環境也給企業的生存和發展帶來重重挑戰，如2008年全球金融危機之後，國內外需求受到嚴重影響；人民幣的持續升值也降低了外部需求和出口產品的競爭力。在實體經濟整體呈現疲態的情況下，金融業自然不願將資金投入低效率和低盈利能力的企業。在實體經濟領域，和疲弱的製造業形成鮮明對比的是中國的房地產業。由於土地財政問題沒有得到根本解決，中國的房價畸高，房地產業也畸形發展，具備較強的盈利能力。相對製造業而言，房地產業更容易吸引銀行資金，這導致製造業獲得貸款更加困難。大批資金投資和投機房地產，直接和間接影響了製造業的生存環境及獲取資金的能力。實體經濟領域的困境造成了兩種看似矛盾又並存的局面：一方面，銀行資迷你倉沙田很難找到常規去處，企業很難獲得資金；另一方面，房地產企業和部分難以獲得資金的製造業企業，在資金鏈出現問題並影響企業的生存和發展時，對資金產生了非常迫切的需求，願意承擔較高的利率，從而對銀行業變形的金融創新產生了需求。以上兩種局面的交互作用造成了資金領域的惡性循環：資金價格越來越高，製造業領域的融資越來越困難，金融空轉現象日趨嚴重，最終的後果是實體經濟受到打擊，金融領域風險加大。金融空轉的第二個深層原因是政府職能的失當和錯位。政府職能的越位體現在，它仍存在對資金配置的行政性干預，即政府不僅通過財政、政策性銀行配置資金，還對市場配置渠道（金融市場、非政策性銀行和其他金融機構）進行干預，例如，地方融資平台佔用了大量金融資源，4萬億元刺激計劃的配置方式和配置效率存在諸多問題，這都是貨幣信貸和實體經濟領域出現背離的重要原因。政府職能的失當體現在，在資金配置領域對國企有一定程度的政策傾斜。政府通過財政、銀行和資本市場，以直接補貼方式及不良資產救助、債轉股等間接補貼方式，向國企提供了大量本金補貼和利息補貼。其補貼行為在很大程度上降低了國企實際支付的利率水平，使國企獲得資金更為容易。4萬億元刺激計劃使國有企業和民營企業在獲取資金難易程度方面的對比更為鮮明。佔用資源更多的國企效率低下，拖累了中國經濟的整體運行效率。部分企業並沒有將資金投入實體經濟領域，而是投入房地產市場或金融市場進行投資或投機獲利。這在一定程度上加重了實體經濟領域的資金缺血現象，也為銀行業的金融空轉提供了資金供給。政府職能的缺位則體現在有關政府部門對金融機構的監管缺乏前瞻性和效率。在影子銀行體系快速發展的今天，存貸比監管已不合時宜，表外業務的監管必須得到監管方的足夠重視。銀行變形金融創新的發展存在市場需求，也存在市場供給，監管機構的監管不到位，失去了有效控制不合理金融創新的先機，造成了此類金融創新總量的膨脹。事實上，和中央銀行事後的懲戒相比，更安全有效、成本更低的方式就是事前的監管。對於金融空轉，如何調配藥方，即如何設計金融和實體經濟領域的一攬子改革方案，當然是難點和重點。但毫無疑問，最重的一味藥應是理順政府職能和各級政府關係，推動資金配置領域的市場化改革。藥方要同時調理實體經濟和金融兩個領域，實體經濟領域的結構調整是本，僅關注或過度關注金融領域的調整無異于“頭疼醫頭，腳疼醫腳”，也無法從根本上解決金融空轉問題。（作者單位：北京大學經濟學院）迷你倉價錢

Source: The Atlanta Journal-ConstitutionAug.新蒲崗迷你倉 13--U.S. Attorney General Eric Holder Jr. wants to focus on violent, career criminals especially in regards to drug-related crimes to decrease inmates overloading an expensive federal prison system.But how much real impact that directive will have on Georgia cases remains unclear -- especially in metro Atlanta where many of the narcotics trafficking cases involve Mexican cartels, the very people Holder wants to target."We generally focus almost exclusively on organizations, either Mexican cartels or gangs," said U.S. Attorney Sally Yates, who heads up federal prosecutions in the Northern District of Georgia. While this will certainly have an impact on us -- and an impact that I welcome -- it is not as great an impact as in some non-cartel districts."But Georgia federal courts have tended to lean toward heavy sentences -- perhaps because of cartel involvement -- in drug trafficking cases. For instance, the Northern District's average sentence for drug trafficking in 2012 was 102 months, compared with 72 months nationally. In the Middle District of Georgia, it was 84 months, and the Southern District's average was 78 months, according to the U.S. Sentencing Commission's report.Defense lawyer Bill McKenney said many federal judges in the state and elsewhere tend to follow often draconian sentencing guidelines even though in the past few years those guidelines were no longer binding as they had been previously. McKenney believes it would take federal legislation to reduce the impact of those guidelines."If you look across the board, our Northern District is pretty stringent when it comes to drug cases," McKenney said. "There are a number of judges who still follow those guidelines, and they still treat them as if they were mandatory rather than recommendations."Other lawyers who practice regularly in federal court said prosecutors had played a key role in determining that defendants -- including low-level drug traffickers -- got stiff sentences because prosecutors control the charges at the indictment level and can reduce the charges during plea bargaining."That is one of the problems, not all gang members are equal," said Jerry Froelich, a defense lawyer. "In these big Mexican gang cases they never get the major people. They always get the people who are sitting on a house or driving a car."Yates said her office has already been following the "Holder memo" that came out years earlier directing federal prosecutors not to always seek the highest "readily provable" charge and sentence and instead take a closer look at the circumstances involving the defendant or to send more cases to the state courts."Essentially, it told us to use our common sense," Yates said. "Our office embraced that policy, and we have been doing that."She said she expects her office will scrutinize cases even more after Holder's announcement Monday that otherwise nonviolent drug offenders with no ties to gangs or large-scale drug operations would no longer be charged with offenses that impose severe mandatory sentences. She said her office still deals with a significant number of cases that involve drug trafficking and other crimes that don't involve large-scale operations.As an example, Yates said that cases against a drug courier or a family member who gave another drug trafficker some minimal assistance might not be prosecuted as harshly.But Holder left open holes that prosecutors could drive a truck thromini storagegh if they still chose, defense lawyers said.Defense lawyer Bruce Harvey said that currently over-the-road truckers, who are hauling loads of legitimate goods but also carry a shipment of cocaine are prosecuted as drug traffickers even if they contend they didn't know the drugs were present. It comes down, he said, to how the prosecutor views the defendant -- a perspective Harvey hopes Holder's new policy approach will help shape."If a public policy pronouncement comes from the top of the Department of Justice, there is a good possibility it will have some legs," he said. "They (prosecutors) are the ones who are denominating certain people as drug traffickers or gang members. They can put any moniker on them that they want."Holder's policy shift follows sentencing changes that the Legislature passed this year at the state level in Georgia for many of the same reasons noted by Holder at the federal level, including the expense of longer sentences. The Justice Department reported that the cost of incarceration in the United States in 2010 was $80 billion.The new Justice Department policy is part of a comprehensive overhaul Holder made public in a speech to the American Bar Association in San Francisco. The nation's top prosecutor also wants a policy that reduces the sentences for elderly, nonviolent inmates and find alternative sentencing for nonviolent federal criminals.Yates said the new policy directive could still result in rather low-level members of drug trafficking groups getting significant sentences even if they don't have significant criminal records. That would especially be true in cases when they kept weapons to protect themselves against other gangs targeting their drugs and cash."We are going to have to see how we implement this policy," Yates said. "If you have someone who is protecting a stash house, almost always they are going to be armed to protect it, and that is one area that the attorney general has excluded."------Fewer federal inmatesU.S. Attorney General Eric Holder announced a series of strategies Monday he hopes will help reduce the federal prison population, which has grown from about 100,000 inmates in 1998 to more than 180,000 inmates in 2010. Across North America, the company will employ 6,000.While gut-wrenching, the job cuts were not unexpected.Almost as soon as the plan was unveiled in February to sell the company founded in Sharpsburg more than a century ago to a joint venture of Berkshire Hathaway and 3G Capital, speculation began that the new owners would need to cut costs to make the $28.75 billion deal a good investment.And Brazilian investment group 3G Capital, where new Heinz CEO Bernardo Hees is a partner, has a track record of trimming headquarter operations, something that happened both at Burger King and Anheuser-Busch when 3G took over those companies. Mr. Hees, formerly CEO at Burger King, took over at Heinz on June 7 when the sale went through.His job is to find new ways to grow sales and profits in the consumer packaged-goods industry, which has proven to be a difficult task in mature markets like the U.S. Heinz has seen much of its sales gains in recent years in emerging markets with a growing middle class."As part of our transition to a private company, the senior leadership team has examined every piece of our business to better position Heinz for accelerated growth in a very competitive global market," Michael Mullen, senior vice president of corporate and government affairs said Tuesday.Mr. Mullen said an evaluation process was done to get to a streamlined structure for the Heinz North America division. The company reported in July that the North American consumer products segment -- which includes lines such as Heinz ketchup, Ore-Ida frozen potatoes and Classico pasta sauces -- saw sales drop $46 million, or 1.4 percent, to $3.2 billion in the fiscal year that ended April 28.By comparison, the company's Asia/Pacific region reported a sales gain of $33 million, or 1.3 percent, to $2.53 billion. Source: Chicago TribuneAug.迷你倉新蒲崗 13--The Will County Health Department received a grant last month that will go toward seeking out and enrolling uninsured residents as part of federal health care reform that is slated to begin next year.The one-year grant from the Illinois Department of Public Health will seek to conduct outreach, provide education and facilitate enrollment in the new Illinois Health Insurance Marketplace, an online exchange where individuals and employers can compare and evaluate different health insurance plans, according to the state's health care reform website.Through the marketplace site, residents and small business owners will be able to compare options, apply tax credits and receive enrollment support, according to the site.Will County is one of 44 community-based organizations from across the state receiving funds to help get the word out on the online marketplace, according to a health department statement.Health Department spokesman Vic Reato said there are approximately 70,000 county residents who could be eligible for the new program.However, there could be other avenues available for some of those residents, so the department does not have a target number it is seeking to enroll through the $400,000 grant, he said."The critical thing is going to be to let people know about 迷你倉出租he availability," Reato said.
